WhatsApp now charges per message: who pays and how much

Since 1 October, Meta charges for replies sent through the WhatsApp API. What changed, what stays free, worked examples and when to leave things alone

Since 1 October 2026, replying to a customer on WhatsApp can cost money, but not for everyone. According to Meta's notice on the new pricing, what is now charged are replies sent through the WhatsApp API, the one used by chatbots, CRMs and online shop plugins. If you answer customers from your phone with the app, nothing changes. Below we explain who is affected, what it costs in Spain with worked examples, and when it is better to leave things alone.

What exactly has changed

Meta sets out the change in its platform pricing documentation, updated on 30 September:

  • Since 1 October, service messages are charged: the free-form replies a business sends through the API within 24 hours of each customer message. They had been free since 1 November 2024.
  • Utility templates (order confirmation, shipping update) are also charged when sent as a reply within those 24 hours. They had been free since 1 July 2025.
  • Each business phone number gets 1,000 free service messages a month. Charges start at the 1,001st, and unused messages do not roll over.
  • Since 1 August, Meta's AI agent (Meta Business Agent) is charged per token: 2 dollars per million, about 4 to 5 US cents per message according to Meta, with no free messages.

Meta only charges for delivered messages sent by the business: whatever customers send you costs nothing. One practical detail: if the account has no payment method, Meta stops delivering service messages as soon as the 1,000 free ones are used up.

Be careful with what you read elsewhere. As of 13 October, one of Meta's own websites still says service messages are free: the WhatsApp commercial pricing page. The technical documentation is what counts.

What it costs in Spain

For customers with a Spanish number (+34) and accounts billed in euros, these are the figures in Meta's official rate card, in force since 1 October:

  • Service (free-form replies): 0.0166 euros per delivered message.
  • Utility and authentication (notifications and verification codes): 0.0166 euros, with volume discounts.
  • Marketing (promotions): 0.0585 euros per message.

The price depends on the customer's country, not yours: a service message to a German number costs 0.0456 euros. And this is only Meta's rate. If you use a chatbot platform or a CRM, its fee comes on top.

Who is affected and who is not

You are not affected if you answer from your phone with regular WhatsApp or with the WhatsApp Business app, which is free to download. Nor if you use the app and the API on the same number: according to Meta's guide to connecting the app with the API, what you send from the app stays free and only what goes through the API is charged.

You are affected if messages are sent by software:

  • A chatbot or a customer service platform that replies on WhatsApp.
  • A CRM or booking system that sends appointment reminders.
  • A WooCommerce plugin or a Shopify app that sends order and shipping updates.
  • An AI agent that answers for you, whether Meta's or another company's.

Meta explains the difference in its comparison of the app and the platform: the app is for one-to-one chats from a phone, and the platform is for connecting WhatsApp to your software.

Three worked examples

These are our own calculations with the Spanish rate, excluding taxes and the provider's fee:

  1. Online shop with a chatbot: 600 replies a month and 200 orders with a confirmation and a shipping update. The 600 replies fall within the 1,000 free ones; the 400 notifications cost 400 x 0.0166 = 6.64 euros a month, and if the customer had not written to you first, they were already charged.
  2. Clinic or academy with a bot and reminders: 3,000 replies and 800 reminders a month. You pay for 2,000 replies (33.20 euros) and 800 reminders (13.28 euros), 46.48 euros a month in total, of which 33.20 are new since October.
  3. The same 3,000 replies handled by Meta's AI agent: at 4 to 5 US cents each, between 120 and 150 dollars a month, because there are no free messages here.

What stays free and what is charged on the WhatsApp API from 1 October 2026, with Spanish rates and an example cost for a clinic

Our reading: for most small businesses the change costs little or nothing. The places to look at carefully are the AI agent charged per token and the per-message fees some providers add on top of Meta's.

What stays free

  • Messages your customers send you.
  • The first 1,000 service messages per number, every month.
  • Everything you reply from the WhatsApp Business app, even if the number is also connected to the API.
  • Messages you send in the free window that opens when a customer writes to you from an ad that clicks to WhatsApp, except those from Meta's AI agent.

A WhatsApp button on your website that only opens the chat, built with a wa.me link, sends nothing by itself: the conversation stays on your phone.

How to tell whether your shop or CRM uses the API

  1. Ask who sends the message. If nobody touches a phone and the notification goes out on its own, it goes through Meta's platform, directly or via a provider.
  2. Go to Meta Business Suite, More options, WhatsApp Manager. If a WhatsApp Business account with your number appears there, you are on the platform.
  3. The Insights tab in WhatsApp Manager shows how many messages you send and what you spend, according to Meta's help on message metrics.
  4. Review your shop plugins and CRM integrations, look for the ones that send WhatsApp notifications and note which messages they send.
  5. Ask your provider which category each message falls into, whether they pass on Meta's cost with a margin, and whether the account has a payment method.

When it is not worth touching anything

  • If you answer with regular WhatsApp or the Business app, there is nothing to change.
  • If your bot sends fewer than 1,000 replies a month per number, you still pay nothing; just check that the account has a payment method.
  • Do not drop WhatsApp for another channel to save a few euros a month: your customers are there and the saving rarely pays for the work of switching.
  • Do not put promotions into order notifications. Meta moves utility templates with commercial content to marketing, according to its utility template guide.

Our recommendation

Before changing anything, check how many messages go out through the API and who sends them. For a well-built bot, 1,000 free replies a month per number go a long way, and Meta's AI agent only pays off if it really saves hours of customer service. If you want to review what your shop or CRM sends, we do it as part of our automation and AI projects, and if the shop, the CRM and WhatsApp need connecting, through our custom integrations.
